Of course they need educational backgrounds that would prove how good they naturally are with planning. In addition, they may actually need to sharpen their thinking skills much enough to think of solution on every single conflict that comes their way.

The trainings they underwent is one thing that helps them enhance such skill and knowledge. This is where they are given a chance to plan and assess things out. Right there the potential in them has already been foreseen.
