People with the part time jobs also are somehow counted as those without jobs. If they were given an opportunity to work on full time basis they would definitely go for it.

By long term it means a person who has been looking for a job without succeeding for over one year. Most people in this category are the people in the middle class. They end up not moving forward thus the economy remains stagnant.
